• Player tiers have internal limits: 2 (T0), 3 (T1), 3 (T2), 3 (T3) and 4 (T4). When that limit is reached, additional picks from that tier use any free slots in lower tiers, starting with the next-lowest (e.g., a fourth or fifth Tier 1 selection consumes Tier 0 slots).
